The Baku City Hall, built between 1901 and 1904, was designed by the renowned architect I. Goslavsky, with contributions from G. Ter-Melikov (clock tower design) and K. Surevich. The facade is constructed of glazed brick, featuring Baku's coat of arms on the pediment and a clock in the tower. Originally housing the City Duma, the building later served as the seat of the Baku City Soviet during the Soviet era. Since 1991, it has housed the Executive Power of Baku.
