The prominent architect Józef Gosławski (1865-1904) designed the building. A graduate of the Saint Petersburg Institute of Civil Engineers, he served as Baku's city architect from 1892 until his death. The building, in the French Renaissance style, is considered a masterpiece of Baku architecture.
