The prominent architect Józef Gosławski (1865-1904) designed the building. A graduate of the Saint Petersburg Institute of Civil Engineers, he served as Baku's city architect from 1892 until his death. The building, in the French Renaissance style, is considered a masterpiece of Baku architecture. The Duma's clock tower was designed by Gavriil Ter-Mikelov (1874-1949), who graduated from the architectural department of the Saint Petersburg Institute of Civil Engineers in 1899.
